What is a cross-subsidized HR Department?

South African Employers Forum (SAEF) t/a Sepane represents a collaboration of employers. Participating employers maintain a full service human resources department, which is funded by participating employers, sharing the resource. The HR department and its resources are built to ensure best practice, and to maintain a cost effective human resource management capacity. Staff associated with Sepane maintain co-employer relationships with participating employers, which allows Sepane to share and manage many employer-related liabilities and responsibilities. As a result they have access to human resources services, employee benefits, payroll administration and risk management at minimal cost, as these are shared with other like minded employers.

What is co-employment?

Co-employment is a contractual arrangement between collaborating employers, which allows the sharing of many employer liabilities. Each party is responsible for certain employment obligations, and each party shares responsibility for other employment obligations. Workers become employees of more than one employer: the client retains supervision for production or delivery of services, and the Sepane venture assumes responsibility for human resources and personnel services.

Who is Sepane?

Sepane is the trade name of  an association called the South African Employers Organisasion (SAEF). SAEF is an employers organisation, or rather a joint venture by participating employers who created amongst themselves by agreement a decentralised shared, cross-subsidised  HR department which participants fund by paying a monthly contribution towards the costs of the infrastructure.
